They are both kind of police women, the right one is used to keep the Amarian cities safe, while the left one, who is more equipped, would serve only for arrests, and operations; the Guard (right) is wearing beautiful clothing and jewelry, and has only a spear and few little weaponry, while the Agent has more equipment, and a functional clothing; the two uniforms are providing protection and healing, due to Amarian technology...

The integral light blue coloring of the Guard's uniform show the Guard came from Timaidian kingdom, while the Agent would "belong" to the Empress
